In Illinois, you are making a moped - a bicycle with a motor. To operate this, you would need a valid drivers license with a passenger car endorsement - no cycle license needed. Now check your state law, but you can apply an OAN - owner applied number which is a VIN but applied by you for a custom or homemade vehicle. You propbably need license plates also. should i get a warning headlight?
i do alot of night road cycling on my mountain bike.
very seldom night off-road riding.
i'm going to buy a headlight as although i ride on road which have lights, sometimes, i take short cut through forest which need a headlight or i'll see nothing.
taking short cut like this is less than 10% of my road ride.
so, i'll very seldom get to use it..
But, the law of my country says that a bicycle must have a headlight on when cycling on road at night.
i'm thinking of getting a small warning headlight together with a big headlight.

Yes, I guess you could do that. A common and need way to do this is to buy a good rechargeable light system. many have multiple setting from low that last many hours to high output for 2 to 4 hours, suitable for off road.
If your trying to go cheap, get a LED "warning" or safey light. They are cheap and the light last for a really long time on a single charge. If fact maybe 2 matching LEDs would be all you need. Turn both on when needed.
